Basic Purpose

To manage, plan, organize, direct, and control the functions of the Business Optimization and Projects Branch. Establish the branch strategy to define priorities, develop key objectives, optimize processes, ensure efficient operations, and implement plans to achieve goals and objectives. Oversee the analytics, optimization, quality assurance, and reporting to support the business unit in meeting operational and strategic goals. Determine solutions/answers which drive high-level decisions and manage functional team to execute specific, measurable metrics. Collaborate with business partners to effectively define opportunities and performance metrics (KPIs) that provide insight on key trends impacting business performance. Maintain knowledge of project management and business unit industry through professional associations, conferences, and seminars. Evaluate, analyze and adjust branch work quality, staff performance, systems, processes and procedures to meet goals. Partner with leadership across the department on strategic planning to ensure that Navy Federal core business operational requirements and quality measures are addressed. Ensure the completion, evaluation, and submission of reports related to audits and inquiries. Support senior management in developing and executing strategic plans.

Responsibilities

• Oversee branch strategy, establish priorities and set goals; evaluate and implement standards and ensure alignment with department/organizational objectives
• Manage the collection, correlation and detailed analysis of data to drive business decisions and mitigate risk/loss 
• Determine and design scope of strategic opportunities 
• Design/develop monitoring tools, models, dashboards and/or reports to track/project various business scenarios; determine scope and methodology to meet business requirements 
• Direct discovery and analysis of existing processes and key controls, and identifies future internal control trends or new standards 
• Direct the examination of highly complex data to investigate different courses of action that will improve strategic decisions & mitigate risk/loss 
• Interpret results of analysis; present recommendations, alternatives and implications 
• Provide data to develop policy decisions and exceptions based on the information derived from dissecting/correlating data 
• Identify strategic trends and actionable insights based on the available information
• Drive continuous process improvement to increase member experience quality; generate revenue; minimize financial risk and maintain high operational efficiency 
• Generate and clarify decisions, recommendations and/or solutions focused on optimizing business efficiencies via data collection and analysis 
• Collaborate with key partners in development and delivery of solutions 
• Lead and/or represent business unit in change management efforts, cross-functional initiatives and department/organization projects 
• Provide overall leadership to large strategic projects or programs 
• Ensure effective management of projects from inception through implementation 
• Manage pre- and post-project projections including implementing business case analysis and goal assessments 
• Coordinate with task groups and/or senior management to determine and strategize on analytic direction, status and new information 
• Stay informed of business environment and associated trends as they relate to the business unit’s products/services to ensure business conditions, newest developments, and best practices are incorporated in policy decisions 
• Perform supervisory/managerial responsibilities
    o Ensure adequate/skilled staffing; select employees
    o Establish performance goals and priorities
    o Prepare, conduct and review performance appraisals
    o Develop, mentor and counsel staff
    o Provide input and/or prepare budget requirements for Annual Financial Plan (AFP)
    o Ensure section/branch goals and objectives align with division/department strategy
    o Ensure efficiency of operations
    o Leadership Level

Qualifications

• Bachelor’s Degree in Finance, Business Administration, Predictive Analytics, or related field or the equivalent combination of training, education, and experience
• Advanced skill identifying and analyzing business requirements and recommending solutions
• Expert knowledge of data querying, reporting, forecasting, analysis and operations research, including statistical methods and modeling
• Advanced analytical thinking skills to include summarizing information and clearly identifying key elements, patterns, results or relationships
• Advanced skill using innovative thinking to solve problems and facilitate the decision making process
• Advanced skill analyzing statistics and reports to determine business performance and trends
• Expert skill interpreting, extrapolating and interpolating data for statistical research and modeling
• Advanced skill in project management to include establishing and leading project teams; managing timelines/deadlines/resources; ensuring successful project implementation
• Significant experience in supervising and leading employees
• Significant experience in multi-variable projects and analyses
• Working knowledge of experimental design approaches and testing methodologies
• Ability to interpret multivariate results and scenarios
• Advanced skill communicating complex technical concepts to non-technical audiences
• Advanced skill interacting with staff, management, vendors and members diplomatically and tactfully
• Advanced skill to influence, negotiate and persuade to reach agreeable exchange and positive outcomes
• Advanced skill resolving conflicting requests and meeting changing requirements
• Advanced verbal, written communication skills
• Advanced knowledge of thought leadership in providing vision and strategic thinking around a full range of technical decisions and issues
• Significant experience in the financial industry and good understanding of operational and regulatory risks and controls
• Working knowledge of financial institution and debit card practices, principles and regulations
• Advanced knowledge of banking/financial industry trends, products and services
• Advanced knowledge of database, word processing, spreadsheet, and presentation software
• Desired – Advanced Degree in Business Administration, Predictive Analytics, Computer Science or a related field
• Desired – Extensive experience in the financial industry and good understanding of operational and regulatory risks and controls
• Desired – Advanced knowledge of financial institution and debit card practices, principles and regulations
• Desired – Working knowledge of Navy Federal products, services, programs, policies and procedures
• Desired – Significant experience leading large projects/initiatives which have business risk and impact
• Desired – Significant experience leading and managing in diverse and complex operational environments
