Basic Purpose

Provides end to end operational management, governance and support across Navy Federals IT Application Portfolio. Defines processes that are used in the delivery of services and drives service level performance across the enterprise that meets or exceeds business partner expectations. Partners with senior executives to ensure alignment on strategic direction, governance and operational priorities.  Manages multiple vendors, contractors, IT budgeting and constantly changing priorities.    


•Implement strategic change to increase quality, productivity and employee satisfaction
•Ensure service level agreements and operational level agreements are being met
•Partner with ISD Senior Leadership, Service Managers, Business Relationship Managers, and CTO to develop the long term strategic direction and roadmap
•Oversee complex technical systems which includes application systems analysis and test plan development for upgrades or new releases
•Report and govern SLA and KPI performance for IT application delivery and support services within the organization in order to ensure consistent service delivery and elevate service performance
•Bring external perspective and ideas from relevant sources, stays current with technology, government/policy impacts and industry best practices
•Develop and provide recommendations into the Annual Financial Plan
•Select managers; prepares, conducts and reviews performance appraisals, counsels and trains employees; participates in selecting other key staff
•Establish strong governance with effective processes, procedures, utilizing key IT service management (ITSM) techniques and policies
•Manages major incidents to ensure issues have the proper oversight, provide updates throughout the incident and ensure a quick resolution.
•Prepare budgetary recommendations, including proposals and recommendations, regarding equipment, data services, and staffing needs
•Perform other related duties as assigned


Required (role family):
•Bachelor’s Degree in a related field, or the equivalent combination of education, training, and experience
•Proven ability to lead large, complex teams with a focus on talent development, teamwork and reliable execution
•Demonstrated understanding of ITIL service management processes and applied knowledge to application operations and support
•Strong understanding of technology and operations with ability to drive cross-functional change: think and act strategically
•Experience managing budgets in excess of $10m and providing budgetary recommendations for Annual Financial Plans
•Have the ability to manage changing priorities in a fast-paced environment
•Possess the ability to manage large teams, contractors and managers
•Ability to navigate complex, multi-stakeholder client environment
•Extensive experience leading multiple projects and solving complex problems
•Strong verbal, written and interpersonal communication skills
•Demonstrated results-oriented leadership and facilitation skills
•Strong relationship building skills
•Ability to exercise initiative, produce desired results and achieve objectives
•Demonstrated ability to develop high performing teams and effectively lead technical professionals with varying skill levels
•Demonstrated analytical abilities in independently resolving complex problems that may not have fully documented handling procedures

•Advanced degree in Computer Science or Business Administration
•Minimum 10+ years of experience
