Basic Purpose

To manage, prepare, document and direct the functions of Payroll for the entire organization to ensure the timely, accurate disbursement of payroll checks, payroll taxes and employee benefit payments and to establish and maintain internal/external compliance requirements and associated procedures.

Responsibilities:

•    Oversee, develop and maintain all necessary financial controls for payroll processing inputs and outputs for multi- state domestic and internal payrolls 
•    Manage on and off-cycle checks for Navy Federal and NFFG, as needed, for pay adjustments, garnishments, commissions, terminations and reversals 
•    Work with Accounting and other functional areas to complete general ledger reconciliations and account analyses related to biweekly payroll activities and year end summaries
•    Establish effective policies, procedures and practices and implements procedural changes involving all Payroll and Timekeeping systems and data 
•    Oversee the production of payroll including receipt and transmission of deductions, additions, or adjustments for pensions and benefit carriers, local, state & federal agencies, or third party providers or insurers 
•    Ensure biweekly, monthly, quarterly and annual state and federal agency reporting requirements, including but not limited to W-2’s, 940’s, 941’s, etc. 
•    Identify areas of improvement; determine solutions; implement enhancements/changes to improve operations, standards and results 
•    Resolve escalated client payroll issues for problem resolution and correction 
•    Function as liaison with Business Continuity to ensure backup/recovery and safety of data 
•    Serve as main liaison for Payroll with HR Systems, and all vendors impacting payroll and timekeeping systems
•    Act as a subject matter expert with other areas of HR such as Benefits, Retirement, Compensation, Occupational Health, Employee Relations and the ESC regarding policies and procedures 
•    Develop production and ad-hoc financial reporting tools to ensure appropriate financial information is available to senior management in a timely, accurate and efficient manner
•    Develop, oversee and enforce the policies and practices of payroll and timekeeping to comply with existing federal and state regulations and internal policies and procedures 
•    Develop and maintain auditing tools to ensure compliance/monitoring the accuracy of data
•    Serve as a subject matter expert with internal and external auditors (e.g., NCUA, CFPB, and contracted third parties) to address and resolve audit questions and findings
•    Collaborate with HR Systems to ensure timely application of updates for compliance to payroll and timekeeping systems 
•    Perform supervisory/managerial responsibilities
o    Ensure adequate/skilled staffing; select employees
o    Establish performance goals and priorities
o    Prepare, conduct and review performance appraisals
o    Develop, mentor and counsel staff
o    Provide input and/or prepare budget requirements for Annual Financial Plan (AFP)
o    Ensure section/branch goals and objectives align with division/department strategy

Qualifications:

•    Bachelor’s degree in a related field such as Human Resources, Accounting, or related field or the equivalent combination of training, education, and experience
•    Extensive experience with Payroll systems (e.g., PeopleSoft, MRMS/HRIS, Lawson, SAP, Oracle)
•    Advanced experience with PeopleSoft to include performing payroll related functions for a large multi-state domestic and international payrolls organization
•    Advanced knowledge of government regulations related to payroll taxes and payroll processing
•    Significant experience in supervising and leading employees
•    Significant experience performing investigative, technical, or associated system analysis demonstrating the ability to use and interpret diverse regulations, instructions, procedures and policies
•    Advanced skill developing and implementing programs in a leadership role
•    Advanced knowledge of thought leadership in providing vision and strategic thinking around a full range of technical decisions and issues
•    Advanced skill in the analysis of technical issues in order to recommend, develop and/or implement strategies and achieve objectives
•    Advanced analytical, reconciliation, and deductive reasoning skills, including data analysis, querying, and reporting
•    Advanced skill interacting with staff, management, vendors and members diplomatically and tactfully
•    Significant experience in working and participating in cross-functional, multi-dimensional teams and projects
•    Advanced skill maintaining accuracy with attention to detail and meeting deadlines
•    Ability to compile, organize and present information clearly and concisely
•    Advanced skill to influence, negotiate and persuade to reach agreeable exchange and positive outcomes
