Basic Purpose

To resolve highly complex, technical application incidents and problems, including analysis, troubleshooting tools/techniques, application code changes, testing, implementation, validation, and documentation.  To develop and evaluate information, and prepare recommendations based on analysis for use in decision making.  Serve as liaison and/or subject matter expert in respective business area. 

Qualifications -- Knowledge, Skills and Abilities:

• Three or more years of Java application development experience required

• Bachelor degree in computer science, mathematics, or related field preferred or equivalent combination of education and experience
• Three or more years of programming or testing experience

• Experience working with appropriate programming languages, operating systems and software
• Experience working with relational databases to facilitate programming software

• Strong research, problem solving, troubleshooting and Analytical/Reasoning skills
• Strong verbal, written and interpersonal communication skills, including skill in in negotiating and persuading others
• Strong attention to detail
• Ability to work and collaborate with all levels of management, staff and vendors
• Ability to present findings and conclusions clearly and concisely
• Ability to exercise initiative, produce desired results and achieve objectives
• Experience that demonstrates knowledge and skill in domain area

• Effective planning and organizational skills

• Knowledge of NFCU operations, processes and procedures, including NFCU SDLC
• Analysis and Research for Incident and Problem resolution
• Knowledge of NFCU distributed systems a plus (UAD, NFOAA, Mobile)
• Prior experience with on-call support of distributed systems
• Strong skills in leading other analysts
• Highly developed communication skills including preparing and presenting results, findings, and alternatives
• Demonstrated skill in exercising initiative and good judgment, and making sound decisions
• Demonstrated ability to work independently and as part of a team
• Skill in using PCs including word processing, database, spreadsheet, and graphics applications

Essential Job Functions:
Knowledge and experience in the following technical areas is required:

• Internet technologies and protocols (e.g. HTML, XML, TCP/IP, HTTP)
• Strong knowledge of: Java and J2EE related technologies (JVM, JMS, JSP 2.0 Servlets etc.)
• RDBMS experience such as Oracle, and DB2
• Good understanding of DB query optimization and indexing
• DataPower and C++ experience is a plus
• .NET and C# experience is a plus
• Experience with Object Oriented Design, Design Patterns, Inversion of Control, UML and SOA
• Experience with MQ, SOA and Web Services Development (WSDL)
• Use of a dynamic scripting language such as JavaScript, Perl and Ajax OOAD principles and methodologies
• Good understanding of network security and cryptography is a plus
• Good understanding of application level database design
• Ability to produce ER diagrams and create DB schema in third normalized form (3NF)
• Experience with XML, XML Schema and parsing.
• Advanced programming environments and concepts highly desired (e.g. J2EE, multi-threaded programming, high availability design etc.)
• Good grasp of data structures and algorithms
• Modern Agile methodologies such as SCRUM, TDD and XP
• Creating or being part of creating high availability large volume systems
• Unit testing practices
• Solid understanding of design patterns (Gang of Four)
• Exposure to Frameworks like Struts, Hibernate and Spring; and Code control system and build tools
• Experience with WebSphere and or Weblogic cluster environments is a plus
• Perform analysis, design, development, testing, documentation, maintenance and support of complex applications and processes
• Meet standards associated with specification development, coding, code review, unit and string testing, and related documentation
• Review appropriate documentation artifacts associated with the SDLC stage for approval of support transition
• Assist in production and other support activities, and resolve issues that may arise
• Stay abreast of industry technical and development trends, and remain current with standards

• Has authority to make incident-related decisions
• Partners with the Business Relationship Manger and business area to plan the scope and timeline of the incident resolution
• Create/Update documentation and knowledge articles
• Provides overall leadership and guidance for resolution of large incidents and problems. 
• May provide regular consultative support/feedback to employees and input to the performance review process
• Provides regular status updates to senior leadership and other business area executives
• Responsible for established policies, procedures, and/or methodologies as required
