Basic Purpose

To plan, manage, and control the functions of the section; to control the quality of data processed; to ensure reliable operation of the check processing systems and to test new or enhanced check system applications.

Responsibilities:

1. Supervises the processing of checks received from multiple sources within prescribed time requirements.
• Plans, organizes, and schedules the work of the section, coordinating work volume and automated systems limitations to ensure that production requirements and posting deadlines are met
• Manages the reconciliation of checks received from various sources, to include branches, mail remittance, and vendor systems
• Ensures Sharechek data processed through the automated posting system is in accordance with Federal Reserve rules and regulations
• Acts as subject matter expert and point of contact for vendors and business partners to resolve systems and operational issues

2. Administers systems and participates in the development, testing, and implementation of new or enhanced system applications.
• Collaborates with TDP Analysts and Information Services to define requirements for new automation processes, and assists with resolving associated complex technical problems
• Analyzes, recommends and assists with implementing enhancements to existing systems
• Assists with regression integration, and user acceptance testing
• Maintains system integrity by establishing security measures in all areas of processing, and maintains user profile definitions
• Acts as liaison to Branches, Headquarters, and remote personnel to monitor the performance and capabilities of automated systems
• Monitors system performance, outages, and operations issues throughout hours of operations, and ensures adherence to system and operational controls

3. Ensures compliance with all applicable regulations, policies and industry standards to include Federal Reserve Bank mandates, state and federal regulations, and organizational policies
• Maintains knowledge of system technologies and industry trends, and keeps abreast of laws and regulations related to financial data processing
• Participates in planning and task groups
• Leads the planning and management of section Business Recovery plan, to include travel to, testing and maintenance of the off-site production environment

4. Performs supervisory duties.
• Selects employees, prepares and conducts performance appraisals; trains and develops employees, and ensures adequate staffing
• Analyzes and evaluates production policies and procedures; recommends changes to improve operational and production efficiency, and maintain an effective quality control system
• Provides guidance to branch supervisors and subordinates in analyzing and resolving complex problems 
and reconciling reports
• Develops and maintains procedures and technical training manuals for the section
• Makes budgetary recommendations regarding technology, equipment and staffing needs

5. Performs other related duties as assigned.

Qualifications -- Knowledge, Skills and Abilities:

Required:
• Extensive experience in any combination of the following areas: accounting principles; knowledge of financial institution principles and practices; Federal Reserve Bank requirements, planning and design of record keeping techniques with an emphasis on controls, reconciliation and audit trails, project management/analysis
• Thorough knowledge of production environments, capacities and limitations of check and data processing systems in a financial institution
• Extensive knowledge of negotiable instruments, the Federal Reserve, Uniform Commercial Code, state and federal regulations, and Navy Federal policies related to financial data processing
• Demonstrated experience supervising and leading others
• Strong organizational and planning skills with the ability to handle multiple priorities and work in a deadline driven environment
• Effective interpersonal, oral, and written communication skills, including the ability to interact with various internal and external audiences
• Effective research and analytical skills and ability to use initiative, technical skills, and resources to solve problems
• Working knowledge of PCs including word processing, spreadsheet, and database software
• National Check Professional (NCP) Certification, or ability to obtain certification within the normally accepted timeframe

Desired:
• Undergraduate degree or college coursework in Accounting, Finance, electronic data processing, or other related field
• National Check Professional (NCP) Certification –In-depth experience working with automated payment systems
• Thorough knowledge of Navy Federal organizational structures, policies, procedures, products, and services

Monday-Friday, 12:30PM-9:00PM
