Basic Purpose

To optimize the performance of business operations, by analyzing current processes, recommending ideas for improvement, and implementing changes.

Level II Responsibilities

* Define, analyze and study financial and operational issues and data
* Evaluate operational efficiency and effectiveness
* Facilitate project implementations and Return on Investment
* Implement new/enhanced products, services and operational changes
* Interpret results of analysis; present recommendations, alternatives and implications
* Perform qualitative and quantitative analysis using analytical techniques, tools, models, simulation, etc.
* Prepare/collaborate on presentations, reports, white papers, etc.
* Assist level I team members
* Conduct research and analysis; make recommendations
* Full life-cycle project management
* Establish and lead project teams
* Develop project plan/scope/schedule/cost/communications
* Procure and/or manage resources/timelines/deadlines/quality
* Risk, Issue and Change management
* Ensure successful project implementation
* Scope of responsibility
* Identify operational issues and make recommendations

Level II Qualifications All required unless otherwise noted

* Ability to work independently and in a team environment
* Experience in leading collaborative work teams
* Experience in leading projects and/or initiatives of small to medium scope
* Experience in managing multiple priorities independently and/or in a team environment to achieve goals
* Experience in solving routine or standard administrative, operational and/or system problems and issues
* Experience in the application of statistical methods, mathematical techniques, forecasting, cost-benefit analysis and related analytical tools
* Experience in working with/for depository and lending institutions
* Advanced knowledge of data querying, reporting, forecasting, analysis and operations research, including statistical methods and modeling
* Effective database and presentation software skills
* Effective organizational, planning and time management skills
* Effective research, analytical, and problem solving skills
* Effective skill analyzing business operations
* Effective skill exercising initiative and using good judgment to make sound decisions
* Effective skill following, interpreting and applying relevant data/instructions to guidelines, procedures, practices and regulations

* Working knowledge of Navy Federal Project Portfolio Management (PPM) knowledge

Level III Responsibilities

* Prepare/collaborate on presentations, reports, white papers, etc.
* Anticipate business issues and identify solutions
* Lead, guide and mentor less experienced staff

Level III Qualifications All required unless otherwise noted

* Bachelor's Degree in a related field or the equivalent combination of training, education, and experience
* Experience in leading large projects/initiatives which have business risk and impact
* Significant experience in leading collaborative work teams
* Significant experience in problem resolution including determining root cause, scope and scale of issues
* Significant experience in supervising and leading managerial staff
* Significant experience in the application of statistical methods, mathematical techniques, forecasting, cost-benefit analysis and related analytical tools
* Significant experience in working with/for depository and lending institutions
* Advanced knowledge of data querying, reporting, forecasting, analysis and operations research, including statistical methods and modeling
* Advanced research, analytical, and problem solving skills
* Advanced skill analyzing and organizing problems or work processes for technical solutions
* Advanced skill applying innovative approaches to solve technical design issues
* Advanced skill following, interpreting and applying relevant data/instructions to guidelines, procedures, practices and regulations
* Advanced skill interpreting and synthesizing large amounts of information
* Advanced skill in project management to include establishing and leading project teams; managing timelines/deadlines/resources; ensuring successful project implementation
