Basic Purpose

Responsible for the Oracle Cloud (Fusion) ERP implementation lifecycle for Finance including leadership of cross-functional teams and aligning goals with business stakeholder needs. The Program Manager will drive complex cross-functional and technical sub-projects, report to leadership to provide visibility/transparency, advice and coalesce business and systems requirements from stakeholders, working closely with system implementor and software vendor, and drive project schedules from design to release in an agile environment. The Program Manager manages risks, budget, and dependencies, drive staffing demands, handle escalations, plan interventions to remove impediments and measure appropriate metrics for overall success of the Oracle Cloud (Fusion) ERP Transformation.  

Responsibilities

•    Provide overall leadership to the ERP implementation project which is transformational in technology, crosses more than one line of business, and includes multiple Stakeholders within NFCU together with a System Implementor and software vendor 
•    Leads program management execution and delivery approach and partners with system integrator
•    Monitors program execution and delivery progress to ensure program activities and outcomes continuously align with expectations and receives approval from sponsor to course correct overall program when necessary
•    Facilitates regular briefings and key meetings with executives, sponsors, stakeholders and staff regarding program budget activities, governance, risk and issues, roadmap delivery, key decisions and other program level events and ceremonies
•    Works with sponsors, stakeholders, product portfolio management and teams to create roadmaps, program objectives and estimate/refine budgets throughout lifecycle of the program
•    Coordinates program projects and their interdependencies as well as other project dependencies external to the program and informs manager
•    Adhere to project and program management best practices by following the policies, procedures and methodologies established within the Systems Development Life Cycle
•    Ensures appropriate and required documentation is created and maintained on program and underlying projects
•    Collaborates with Enterprise Architecture to ensure program technology needs are being met and in alignment with enterprise direction and informs manager
•    Partners with business leaders, and/or integrators establishing governance, structure and controls for the program
•    Monitors program performance metrics, using appropriate systems, tools and techniques to identify gaps, areas of improvements and ensures action on program issues
•    Ensures program is staffed appropriately to deliver business goals and expectations 
•    Partners with Organizational Change Management and business leaders to identify and implement the best change management strategies for the program
•    Manage, mitigate and resolve program risks and impediments and report risk status to stakeholders 
•    Supports teams in problem identification, resolution and improvement decisions
•    Provide strategic thought leadership on approaches to overcome impediments to program delivery; skillfully facilitate resolutions and ensure leadership transparency of progress
•    Assist with Program Planning readiness and Pre and Post Program Planning activities
•    Participate in Program Planning System Demo and Solution Demo
•    Provide other resources as necessary for teams to successfully execute their Vision and Roadmap
•    Reinforce Agile, SCRUM, Kanban, SAFe’s and Waterfall critical success factors
•    Keep backlogs fully visible to all
•    Perform other duties as assigned 

Qualifications

•    Bachelor’s Degree in Information Technology or the equivalent combination of training, education, and experience
•    Requires a minimum of 10+ years of technical product/program management in delivering large technical global products and services
•    Requires a minimum of 5 years of technical program management or project implementation experience in Oracle Cloud (Fusion) ERP Implementations
•    Requires a minimum of 5+ years managing a team
•    Requires 4+ years’ experience with agile methodologies and agile project/work management
•    Ability to plan and build an end-to-end program development and product schedule including certification of program risks and mitigation plans
•    Extensive experience in SDLC Methodologies, SAFe, Kanban, Agile, SCRUM, SDLC / Waterfall
•    Extensive experience in project leadership and execution, including initiatives with technology, processes, cross–functional teams and external partners
•    Expert knowledge of development or operations framework methodologies, Systems Development Life Cycle (SDLC), etc.
•    Expert skill in project management to include establishing and leading project teams; managing timelines/deadlines/resources; ensuring successful project implementation
•    Expert knowledge of project lifecycles and development methodologies
•    Significant experience in IT resource allocation and management
•    Extensive experience working and participating in cross–functional, multi–dimensional teams and projects
•    Extensive experience in managing multiple priorities independently and/or in a team environment to achieve goals
•    Significant experience in collaborating across organizational boundaries and building partnerships across various functions
•    Expert presentation skills with essential executive presence
•    Extensive experience in leading, guiding and coaching professional staff
•    Significant experience in vendor engagement related to project delivery
•    Expert skill building effective relationships through rapport, trust, diplomacy and tact
•    Expert research, analysis, and problem-solving skills
•    Expert skill using innovative thinking to solve problems and facilitate the decision-making process
•    Expert organizational, planning and time management skills

•    Project Management Professional Certification
•    Agile Professional Certification as Scrum Master, SAFe Agilist or Release Train Engineer

Desired

•    Master’s Degree in Information Technology or the equivalent combination of training, education, and experience
•    Expert knowledge of Navy Federal functions, philosophy, operations and organizational objectives
•    Accounting or Finance experience

Navy Federal is now hybrid! Our standard enterprise requirement for a hybrid schedule is to report on-site 4-16 days each month. The number of days reporting on-site will ultimately be determined by the employee's leadership and business unit needs. You will learn more throughout the hiring and on boarding process.

Salary Range: $138,400 - $193,600 annually
